Is it possible and how hard would it be to make an ex lappy lcd screen into a standalone unit with av type input ?

very very very difficult.
There is no real standard for the LCD interfaces - it's not like a standard VGA connection or anything. You'd have to build your own display driver interface hardware.
If you just want an AV input, a 7 or 8 inch screen would be pretty cheap from ebay,if you weren't after touch screen or vga.

Yeah, just what i thought, i have access to an old lappy with a good lcd panel and thought it may be a cheap option. My brother is working in Shanghai so might get him to send me an lcd touch screen .

Saw a little beauty on ebay, 7" lcd with built in tv tuner as well as av inputs for less than $200 delivered.
