My guess is a datum mismatch. Check that setting in particular.
The HTC Desire and Desire HD will pick up GPS when not in range of the phone network. It's quicker to locate if it has network contact, but not essential. And once it's located, it's fine.

Can GE images be cached? I believe you need network coverage for GE or Google Maps. That may be an issue if you're out of range.
OziExp can use NearMaps cached/collected via Mobile Atlas...
