You need to have both the map image and the .map file for Ozi to open it. Usually if you have both of these files in the same folder, a double click of the .map file will have Ozi open the image....

I have tried most nav apps on the iPhone and I believe that the best all-rounder is TomTom. The routing is the most logical and the interface is easy to get around. Map updates happen regularly too....
